It’s in everyone’s interests to get the sale of Chelsea completed quickly, so there’s simultaneous activity going on at every level.
While Raine Group assess the proposals of their 4 preferred bidders, the Premier League are looking into each one, hoping to be able to give approval in advance so that they can give an immediate green light when Raine pick one.
Ben Jacobs reports that they don’t want to rush the process (after allowing the Saudi takeover at Newcastle they’re under an exceptional amount of pressure).
The Premier League are working to clear all four Chelsea bidders already but it is unlikely this will come before final offers are presented. Raine hope it at least arrives before a preferred bidder is recommended to the government but the Premier League are giving no guarantees.

Another hurdle is the way that the bid will then have to be put forward to the government. That can happen at the same time as the approval by the Premier League, but a bid will have to get the green light from the PL, the government and from Raine Group if they want to succeed.
There are a lot of moving parts in play here.
