Despite Chelsea currently not being able to sign any players as well as being in the middle of an ownership takeover, they are reportedly still looking at summer transfer plans.
The months will soon be upon us as the season draws to a close, and the attentions will soon be turning the clubs plans in the next transfer market.

Chelsea aren’t actively doing any business right now, but they are still continuing to scout players for when the new owners are in.
Of course, nobody will even know what transfer budget they will have and how much they will be looking to spend this summer yet, but it appears that Chelsea still have the same targets as before, and the new owners are still expected to sanction at least one new marquee signing come the end of the season.
That is according to Goal anyway, who name Declan Rice, Aurelien Tchouameni, and Jules Kound as club targets still.
