Sporting directors Paul Winstanley and Laurence Stewart head up that department, and apparently they are overseeing the appointment of a new addition to the team.

The Athletic have the exclusive report, and they claim Chelsea are set to name Swansea City’s head of football operations Josh Marsh as their new loans manager.
The appointment has been driven by Winstanley and Stewart in conjunction with loan player technical coach Carlo Cudicini, and it will be alongside Cudicini where Marsh will slot in.
He is scheduled to start the role in March.

Chelsea have had some nightmare loan moves recently, with Andrey Santos to Nottingham Forest being a prime example of this. So perhaps Marsh is coming in to make sure better decisions are made in those areas going forward.
Marsh joined Swansea from Huddersfield Town in June 2022 following the departure of Mark Allen and was responsible for the club’s football departments, including player recruitment.
At Huddersfield, he was head scout and then head of recruitment.
