Chelsea receive bad news despite target making decision to move to Premier League

Chelsea target Philippe Coutinho has made the decision to move to the Premier League, but its bad news for Chelsea as they cannot make purchases in the upcoming transfer window.

The Blues have been banned from completing new deals, as per the FIFA ruling following Chelsea’s breaking of the rules governing signing underage players. According to a report by the Sun, both Manchester United and Chelsea have made first contacts with Barcelona over the signing Coutinho and both clubs are attempting to complete a deal in the summer.

However, Chelsea are ruled out due to FIFA’s ruling. They will be prevented from bringing in any player above 16 years and Barcelona are also not comfortable with keeping the player for another year, as per Mundo Deportivo in Spain.

Coutinho cost Barcelona £145 million in January 2018 but the La Liga winners are ready to cut their losses and sell the Brazil star after he has failed to show the kind of form he was in at Liverpool prior to his move to Spain.
