Chelsea were looking for an opportunity during the summer, and opportunity to sign one of the best midfielders in the game.
They sensed that something could be done with Frenkie De Jong and were monitoring his current situation and future at Barcelona. There had been issues with finances at the club and most importantly, wage cuts for players. De Jong was very much caught up in that, and Chelsea, as well as Manchester United, sensed an opportunity opening up.

But in the end, De Jong claims that he made his decision early that he would be staying at Barcelona, despite the known interest from both the aforementioned clubs.
He has spoken out about the situation yesterday, as relayed in one of the latest Fabrizio Romano Tweets:

It seems pretty certain now that De Jong will be staying at Barcelona for now, and for the future, and that has always been his desire, or at least since May.
