Chelsea have five squad places available after summer spending

Football London’s Jake Bayliss reported on 15 September 2026 that Xabi Alonso’s side could still bolster their squad outside the normal transfer window thanks to a little-known Premier League regulation. According to Football London, the rule gives Chelsea a genuine, if conditional, route to strengthen further this season.

It’s not a done deal by any means. But it’s worth understanding exactly why the door is open.

Chelsea brought in 11 new faces over the summer, from Morgan Rogers’ £117million move to Emiliano Martinez taking over between the sticks. Even after all that spending, the club only named 20 senior players in their 2026/27 Premier League squad, five short of the 25-man limit.

That matters because Chelsea have just eight players who don’t meet the homegrown criteria, well under the maximum of 17 non-homegrown players allowed. It means the Blues wouldn’t be restricted to homegrown-only additions if they went shopping in the free agent market, and Alonso still has more than 20 players available to him through the club’s under-21 list too.

How the rule actually works

Under Premier League rule U7, clubs with spare squad places can apply to add free agents before the next transfer window, subject to the Board’s approval. Rule U8 requires any proposed contract to be submitted as part of that process, and crucially, section V4 gives the Premier League Board absolute discretion to refuse the application altogether or attach conditions if it sees fit.

So this isn’t a loophole Chelsea can simply walk through. It’s a mechanism that exists, but one entirely at the League’s mercy.

Meanwhile, several of Chelsea’s brightest young players sit outside that 20-man senior list entirely. Anyone born on or after 1 January 2005 goes onto a separate under-21 list, and that’s where you’ll find Estevao, Geovany Quenda, Marco Palestra, Mike Penders, Josh Acheampong and Jorrel Hato. Despite that, they remain fully eligible for league games, and Hato has started all four so far this term.

For now, Chelsea’s focus is elsewhere. They need to bounce back from the draw with Hull City before a tricky trip to Brentford on Friday night. Whether Alonso and the recruitment team decide to test this rule remains to be seen, but the option is there if they need it.
